Having DSL or Cable does not prevent faxing, as long as your 56k modem and standard analog telephone line are still connected. Most people have this, even if they also have DSL or Cable.
DSL and Cable are for Internet access ONLY. Faxing does not go through the Internet. It dials the telephone number of the receiving fax machine for a direct fax-to-fax connection. This requires a regular telephone connection.
